用來形容機器、設備或公用設施「故障、無法運作」。最常見作表語，放在 be 動詞後面（is/are/was/were），也可接 stay/remain 等連綴動詞。若指整個系統或服務暫停（不一定壞掉），更自然用 out of service。另有「（言行）不當、失禮」之義（偏英式），本條以「故障」義為主。
